Engine speed reading outside expected range; engine may not respond to throttle; possible governor fault.

Step 1: Check engine speed sensor signal via Service Advisor
RPM reading matches actual
Step 2: Inspect governor actuator operation
Actuator responds to commands
Step 3: Check ECM throttle output signal
Output signal within range
Step 4: Replace speed sensor if signal absent
New sensor signal present
Step 5: Clear code and verify engine RPM control
RPM follows throttle input

Clear via Service Advisor after repair; may require governor calibration.
